No, the new regulations only require that the “complete terms” of an NSA be reflected in the text filed in SERVCON with the Commission and contain a list at46 CFR 531.6of the minimum terms that must be included in an NSA. NSA parties may include additional terms and conditions of the services to be performed by the NVOCC under the agreement and/or additional obligations undertaken by the shipper.
