CIQ specifications have been designed from a global/international perspective where cultural and geographical boundaries determine how party names and addresses are represented. Earlier versions of CIQ specifications made it harder for countries to implement CIQ that is semantically correct in terms of the “terms” used. For example, the concept of First Name, Middle Name, Last Name, SurName or Family Name does not exist in many cultures. Earlier versions forced those countries to use these concepts defined in CIQ specifications though they are not semantically correct. This is the reason why it was decided in CIQ V3.0 to allow users to define the semantic meaning of the data that is represented using CIQ. Enumeration lists provide the semantics to the data and is customisable by users.
