Is there any preference given to personnel proposed by the lead firm?
An international consultant/expert must be a national from any ADB member country (on the basis of passport for evidence) provided he/she possesses the qualification of an international expert. A domestic consultant/expert must be a national of the recipient country (or countries in the case of a regional TA).
