A number of variables may cause this to happen such as your roommate not choosing YOU as their preferred roommate, you and your roommate selecting different room types as preferences (example: if you ONLY choose single rooms in Chaffee as an option, and your preferred roommate ONLY selects doubles in Towers, you will not be matched) or if bed spaces are limited at the time you are assigned.
