The universe is enormous so I guess anything is possible, but it would have to be incredibly far away from anything else and be in a total vacuum, but since it would be a planet pieces of it would be coming off and hitting it, and then again it would still be moving outward from the Big Bang, so I think everything probably spins, but there are probably planets that barely spin at all.
