The Civil Procedure Code establishes the case allocation system before the civil courts. Under such system first of all it is necessary to determine the level of courts, i.e. whether district court or regional court is entitled to hear the case as the court of first instance, and then decide the issue of territorial jurisdiction, i.e. which particular court from the same level has jurisdiction over the dispute. The regional court has jurisdiction as the court of first instance to hear the cases where the amount of the claim exceeds LTL 100,000 and in other specific cases prescribed in the Articles 27-28 of the Civil Procedure Code. The district courts have jurisdiction to hear all other cases as courts of first instance. After determining which – regional or district – court has jurisdiction to hear the case it is necessary to establish territorial jurisdiction under the Articles 29-30 of the Civil Procedure Code.
