Please do a little more reading. Marijuana was not made illegal to put Mexicans out of work. A hatred of Mexicans was used to make Marijuana illegal. Apartheid was an official policy because it was enforced by the National Party government in South Africa – it was NOT LAW. Marijuana was made illegal to protect corporate venture and not the people. This is SO not going to be popular – DUI laws seem like an effort to protect the public and are grossly used for money making. Seat belt laws – they are only enforced and mandated because of US Federal highway funding. Again, not popular – Non smoking laws – says it is for the good of the people and it is really to appease the whinny people. The proof is in the fact that no one stopped to say better ventilation systems. The exact scope of the Western world is subjective. Also subjective is any law if it is really for the people. In England, committing suicide is punishable by death.
