Yes, a shower of water (or rain) can wash out all the activity especially soluble ones. In confined spaces this can be achieved by generating showers. However, the plume can be made to deplete faster by creating rough/alkaline surfaces. The green belt cover near and around reactor would facilitate plume deposition over leaf surface. Similarly acidic Oxide plume can be trapped by creating alkaline surfaces.
