Various hotels and rental-car companies have free pickup from the airport to their locations, just like any other airport. And there’s an airport-operated shuttle service to the outer parking lots. If you mean “someone who will pick me up and take me to my arbitrary location anywhere in the region”, that would be your mom or Uncle Kevin. Rides cost money from anybody else.

There is such service… go to http://vishwas.org/services.html and give your information. They pick up and drop you anywhere in the southern california for free. They pick up only from LAX check them for other airports.
