Torland is an expanded version of the lower (dark) world that Erdrick went to. Rubiss lives in a shrine that leads deep underwater in Dragon Quest 2 and she lives at the bottom of the sea in her shrine in Dragon Quest 6. The evidence against Torland and the Dragon Quest 6 lower world being the same is there is no landmass that even remotely resembles Alefgard in Dragon Quest 6.
