Is there any difference between legacy and non legacy resource?
No. Both are valid Internet resources that can be used with no restriction by the organization it was allocated/assigned to. After the RIRs formation policies to allocate/assign resources were suggested and approved by community in each region. Then new allocations/assignments was done following such policies.
