Yes. Confusingly the terms appear to get interchanged on many occasions but this should not be the case. Someone with a learning difficulty may not have an intellectual disability (an integral component of learning disability) but have specific problems that prevent them learning easily e.g. Dyslexia. Strictly speaking, ‘learning difficulties’ should be more appropriately applied to people experiencing specific educational problems, which of course may be transient and eventually overcome.
