I am currently looking through all the latest environmental policies to find any action plan for urban upgrade. The existing buildings in uk contribute to 30% of total emmissions. If the 2050 target of 80% reduction in CO2 has to be achieved, at least 10% of current buildings must be upgraded. So there must be some action plan already in place.
