Is there an unlock process for the menu button?

My phone powers on and the red power key seems to work, but no other keys seem to operate. I am able to receive calls, but cannot perform any other functions. When the phone is closed, touching any of the keys instructs you to press ok to unlock the keypad, however the buttons do not respond.
