I don’t think that there is any such thing as an “underground volcano.” I think that, by definition, a volcano has to allow magama, ash, or gas to reach the surface. I think that what you are asking about would be called a “hot spot.” I have not heard of any hot spot connected to the tar pits. The “tar” in the tar pits is a very heavy form of crude oil. It’s true that heat would help it to flow, but the immense pressure deep beneath the surface probably was enough to force it up to the surface over the millenia without any need for an extraordinary heat source.
