I’d start with undiluted hydrogen peroxide, first aid strength (3%), dabbed directly on the spots with a q-tip. That often does a fairly decent job by itself with repeat applications, and rarely discolors fabric dyes. Unfortunately, molds actually eat into the fabric, so the fabric itself is damaged, and you’ll be replacing the blind earlier than you would have if the bathroom humidity had stayed low. You may wish to increase the use of the bathroom vent fan or open the window for longer durations than you have been doing.
