Low E means low emittance. The radiative component of heat transfer from a surface is proportional to its emittance. There is no radiative transfer within a laminate, so you can’t make a glass low e by using a laminate, only by having a pyrolytic hard coating on single glazing or a softer sputtered vacuum coating in double glazed units. It makes no difference which side of the glass the coating is applied to as long as there is air or vacuum next to the coating.
