Probably the cheapest option would be a Super 8mm camera. I have a Nikon R8 that shoots single frame and used it quite a bit when I was in school. They also made an R10, the main difference being a longer zoom lens. You may be able to find one at a flea market or pawn shop. Unfortunately, they are almost impossible to find since video came along in the 80’s and virtually wiped out the Super 8mm film market.
