No, unfortunately, current ADM syntax doesn’t support populating HKEY_USERS. However, you can use a round-about approach if you really need to populate these keys using Group Policy. Specifically, you can modify the security options policy area found under Computer Configuration|Windows Settings|Security Settings|Local Options|Security Options.
