Off the top of my head I can imagine a pendulum like device where you would measure the angle subtended at the point the subject stopped it.

A wall-mounted electric clock that measures to 1/100 second has been available for a long time; I used one in my senior thesis. It’s just a big stopwatch, but easy to use and read.
