In the US the records for ownership and liens are held at the county level. Sometimes called the recorder’s office. Some counties have their records online. Agents can see the records or a title company will have created a local copy in their offices. Hence any title company can provide the info if you speak with customer service. Expect there would be no charge for the preliminary details. How someone records the title is specific but how they take title is not. This means that while the records will be well organized an owner can use a trust or other vehicle to ‘hide’ who the beneficial owner might be. Some people want to remain very private and work on reducing their public profile. Most residential property is going to be in the name of the true owner or owners. If it is a trust you can express your interest to buy to the trustee in the hope they pass on the info.
