This is a major operation and not something that can be done easily or cheaply. NTSC and PAL use different scan rates and have a different number of scan lines. A picture tube and driver circuit used on one system would likely not work on the other. There are numerous differences in the composition of the video signal which would have to be accomodated. Modern televisions use a small number of high-density circuit boards, with chipsets tailored to the broadcast system and, often, custom ASICs (application-specific integrated circuit). Such boards do not lend themselves to modifications. In effect, you would be building a new television one part at a time, while paying retail parts prices and shop bench rates. You would also have to design the required circuits. It is far more economical to purchase a televsion that is designed to receive NTSC, PAL, or SECAM signals than it is to modify an existing set.
