Yes. Since the Spring 1997 alpha release of Tk402.000 there has been a Perl/Tk for Windows NT. Subsequent developments appear to include multi-compiler support, firmer Win 95 support, better out of the box extensibility with XS based modules, etc. Gurusamy Sarathy has been kind enough to put together Perl binary distributions for Win32 that include Tk pre-built.
