Is there a statute of limitations that turns grave robbers into treasure hunters?
No. While each region will have slightly different laws, those with the most antiquities having more laws on the subject. There is a general consensus that one has to have a connection with a museum or turn these items over to a museum or they are considered a ‘grave robber’. Unfortunately antiquities and archeological finds and objects are a huge black market business. There are too many out there grabbing, more often than not damaging the archeological site in the process to sell items on the black market. “Treasure Hunters” are now in part with archeological teams often having specialists on the team and often financed by a museum or an institution of higher learning.
