Is there a state that allows two illegal immigrants to marry without social security numbers and limited paperwork?
This is a bit confusing. If a person has a U.S. Passport, then they are usually legal, not illegal. If you mean can a U.S. Citizen marry someone who is unlawfully in the U.S., then this is lawful. However, a foreigner can still face deportation court, where they may have trouble becoming lawful permanent residents based our restrictive immigration laws. Some counties within Michigan, among other states, have imposed questionable requirement to seek a marriage license. Fortunately, most states encourage marriage.
