There is no standard, since agencies have different levels of business need. There should be a clear business case for replacing desktops/laptops. Age by itself may not constitute a sufficient business case. The agency must specify why current equipment cannot meet agency needs. The agency must also specify the business need for any requests per item above the personal computer operating capital outlay (OCO) base provided in the standard expense package for new positions (Appendix E, #3 of the LBR Instructions).
