Sure – isn’t there a few in every culture? I think they’re called social norms and mores. It varies depending on the culture, of course. Not all of Somalia is without a government. There are different regions in Somalia. Somaliland (northwest) has a stable independent state government and is relatively peaceful. Puntland (east) has an independent state government and is relatively safe in most areas. However, there has recently been some conflict with refugees from the southern part of Somalia and the locals… And in the south, where Mogadishu is located is the place with the most chaos. There is no government there and the warlords rule some parts of it. Al Shabaab (a terrorist extremist group) are terrorizing Somali citizens and are gaining power somehow. They are seeking to gain power all over Somalia and are trying to move north while Somalis try to fight against them. I feel terrible for the people who have to deal with them.
