There is a contract between the citizens and the government. It’s called the Constitution. It’s just not honored very often anymore. Between citizens and business, it’s different. Each business determines it’s own terms of service. Citizens are then free to accept or reject them. This freedom of citizens to choose whom they do business with is the fundamental difference from the government contract. You don’t have a choice to follow/not follow the Constitution. That’s why it’s focus is (supposed to be) on enumerating and limiting the powers of government, not of citizens and businesses.
