Is there a programme similar to HSNP in Kenya?
The Childrens Department of the Ministry of Home Affairs (MOHA) has been implementing a cash transfer programme targeting the Orphaned and Vulnerable Children (OVC) on a national scale. This has since been transferred to the Ministry of Gender, Social Services and Childrens affairs, The mechanism of transferring cash to the OVCs is still under development. The payments are delivered through the post office. On the other hand, Social Protection Programming, a component of HSNP, has been tried with relative success in many countries including Brazil, Mozambique, Malawi and Ethiopia. In this regard, it is necessary that HSNP begins with a pilot.
