Recapture provisions do not apply to new construction rental projects. 22. Scope of Work Attachment – The RFP suggests that subrecipients must provide a one-year timeline. Because this is a new construction project, our current timeline will extend beyond one year. Can we submit a two-year timeline? A two-year time frame for a new construction rental project is acceptable.
