Is there a preference given to full-time personnel of the firm(s) over other proposed experts?
Yes. Additional points are given to personnel who are regular/permanent full-time staff of the international lead and associate firms, if they have been employed by the firm for at least 12 consecutive months. This is shown in the TP summary of evaluation criteria attached to Section 2 of the RFP. Note that higher points are usually allocated to the “team leadership” criterion.
