Yes there is a well trained fully armed police force in Belfast and the whole of the north of Ireland, those thugs were more than likely endorsed or coerced by the loyalist community to carry out the attacks and more than likely come from UDA/UFF/UVF loyalist terrorist families. Touch them and the whole estate would have erupted possibly even carrying through to other loyalist estates and towns. They can shut the whole 6 counties down over night.
