Is there a place in cataloging to temporarily hold a new record until a certified cataloger can review it?

You could do it a few different ways. When new bibs are created, if they have no holdings attached, they won’t show in the OPAC. You could put these bibs into a record bucket. The “certified” cataloger could review the bucket and then let the other catalogers/staff know when they’ve reviewed all the records. Then they could go into the bucket and open the records so they could start adding holdings which would then make the bib visible in the OPAC. Staff could also go ahead and add the items to the bib and just make those items OPAC invisible until the “certified” cataloger has reviewed them (again via the buckets – a report could also be run to find all new bibs). Then the “certified” cataloger could flip the switch on the items to make them OPAC visible or they could let staff know that all is well and they could do this last step.
