Conducting this type of training is not a simple process. The resident training portion is conducted in sunny North Florida. The permits, licenses, environmental impact, and the enormous amount of land required to conduct this type of training, do not lend itself well to portability of the course. This is probably the most logical reason heavy construction operator schools are not in most communities.
