At a minimum, applicants must submit proposals that include what actions they will take to contribute to achievement of the category sub-goal and how they will measure and report their individual progress in terms of the category’s associated measurable indicator (including baselines for the specific activities they will undertake); and to measure and report progress on those indicators. The maximum number of elements addressed in the applicant’s performance plan is up to the applicant to decide in terms of what is necessary to measure the impact of their work in the chosen category and in terms of the category’s sub-goal and measurable indicator.
