Thre are no stated limits but there are expectations. Appendix B, Section J1 of the AO states that the SOW need not be more than a few pages in length. Keep in mind that there is no requirement for reviewers to read the SOW. Attempting to circumvent the page count limitations by adding proposal information to the SOW would not be a good strategy.
