Is there a minimum age limit for children wishing to learn?

Our minimum age is 10 years old but due to the size of young children the instructor need or parent needs to be with them at all times; therefore we have a maximum of 2 children per instructor if under 16. For under 18s the parent also must be present during the lesson to supervise.
