Is there a master database of DOI System assigned content that is searchable across all registration agencies?

No. The fundamental resolution of DOI name to content is the main role of the DOI System. Any DOI name may be resolved through the system, irrespective of its origin. Individual applications, maintained by individual Registration Agencies (RAs), may provide the so-called “reverse look up” (from content to DOI name). Since DOI names may be assigned to a wide variety of content (data, text, audio, etc), it is impractical to arrange a federation of services for such reverse-look up; we would ultimately be running one of the biggest databases in the world, with a huge variety of metadata and terms. For that reason we have determined that such look-up is best provided by those RAs which are close to the community of interest, who can provide tailored, appropriate servcies.
