No. All applications in Microsoft Office 97 Arabic Edition support switch-on-the-fly Arabic and English user interfaces. Microsoft Outlook has an all English user-interface. Other than that, with both interfaces, Office 97 Arabic Edition applications fully support both Arabic and English text.
