Yes: the TeX-users list is a (currently low-volume) list where such questions may be posted, and there is an archive of past postings available from a link near the top of its Web page. There are also two more specialized TeX-related lists with worldwide membership: tex-archive and tex-fonts. However, they are intended for experts only. Ill-informed postings from novices may well be met with ridicule, scorn, and flames. Their list archives (reachable from links near the top of their Web pages) give a flavor of the level of discussion.
