No limit has been set. Some systems may have limitations on the size of transmissions they can receive; therefore, the maximum size is to be negotiated between senders and receivers of transactions. The Implementation Guides recommend certain limits, such as a maximum of 5,000 claims per file, but these limits are only recommendations.
