Yes. Nursing home care beds cannot exceed four (4) beds per 1,000 veteran population in the state. The state must provide justification, acceptable to the Secretary, for nursing home beds in excess of 2.5 per 1,000 veteran population of a state. Domiciliary beds cannot exceed two (2) beds per 1,000 veteran population in the state.
