Is there a legal obligation to provide life safety training to building occupants?

Yes there is. Section 2.8 of the Canadian Fire Code requires that emergency fire procedures be in place and that training be provided to building occupants and members of building emergency organizations (termed supervisory staff by the Code). Provincial fire codes, labour codes and federal Treasury Board and American OSHA standards also require life safety training.
