The landlord can specify how many people can live in a house – for example a year ago I rented a house where only the three of us paying the rent could live in the house for more than a month – i.e. any visitor could not stay any longer than that. Also, under law a landlord has a duty to ensure that those renting the property live in reasonable conditions – meaning no overcrowding as you have described. Unfortunately there are a lot of unscrupulous land lords out there who will take advantage of those who do not know the law (often immigrants), charging each of them rent to live in a small house or flat with a lot of other people. This is illegal, and is the fault of the land lord, not those renting the property. They should not allow this many people to live in one property.
