Yes. Section 4-4 of the parish animal ordinances outlines the parish leash law. Please help keep your animals safe from harm by having your pet on a leash whenever out of your home or fenced yard. The ordinance applies to both DOGS and CATS. (a) No person shall suffer or permit an animal in his possession, or kept by him about his premises, to run at-large on any unenclosed land, or trespass upon any enclosed or unenclosed lands of another.
