Is there a higher regulatory authority looking over UK universities?
There is no longer a Department for Education, the Department for Innovation, Universities and Skills handles higher education matters. All universities have a complaints procedure with various levels of escalation. The highest level is usually to seek the involvement of an independent arbitration service, in some cases this may be government funded, charitable (eg. NUS or Citizen’s Advice) or commercial.
