Is there a freeware replacement for Windows Wireless Zero wifi management?

I cannot get any networks to appear – even though I *know* they’re there, and none of the settings I change show up or persist at all – as if there’s some sort of windows policy that’s keeping my wireless configuration set to blank, and keeping me from modifying it. I’ve been looking around for answers but am close to wit’s end!
