No. All UI students have already paid for the service as part of their student computing fee (the annual fee paid to the notification vendor was $1 per student). Costs for faculty and staff were paid by ITS. Students, faculty, and staff will pay fees to their mobile phone provider for incoming messages, based on their service contract.
