The BOP is overseen in certain matters, by the US Dept. of Justice, and by the US Government Accountability Office. http://gao.gov/ The BOP does try to “police itself,” but if it fails to do so adequately, other federal agencies can step in and investigate them, and they will do so, without any hesitation.
