Yes there is a difference, however, IP Telephony is the same as VoIP (Voice-over Internet Protocol) in that they both operate by sending data via the Internet. IP Telephony generally uses a telephone to connect to the Internet and can connect to other telephones, whereas VoIP uses a Web-based interface that enables users to attend an online conference room or chat room setting. In essence, the only real difference is whether you will be speaking to others on your telephone via the Internet or speaking to others using your computer’s sound card.
